REPORT OF THE <br />COMMITTEE ON FINANCE <br />DATE: January 19, 2012 <br />PLACE: Council Chambers <br />Hilo, Hawaii 96720 <br />TIME: 9:35 a.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Re: Comm. No. 520/Res. 211-12 <br />Your Committee on Finance, to which was referred Resolution 211-12, reports as follows: <br />Resolution 211-12, transmitted by Department of Liquor Control Director Gerald Takase via <br />Communication No. 520, dated December 28, 2011, authorizes the payment of funds of a later <br />fiscal year and of more than one fiscal year for a multi-year subscription to the United States & <br />Canada Identification Checking Guide for the Department of Liquor Control. <br />The service of liquor to minors is an ongoing problem which is faced by most licensees within <br />the County of Hawaii; and as a tourist destination, our licensees are subject to many different <br />types of identification from many different states and countries. In an effort to help our licensees <br />identify false forms of identification, the Department of Liquor Control would like to provide its <br />liquor licensees with a copy of the annual publication of the United States & Canada <br />Identification Checking Guide as a reference and training guide to help them in verifying current <br />valid forms of identification. The Department of Liquor Control wishes to enter into a three-year <br />subscription and would like to make this guide an annual distribution to its licensees. <br />Pursuant to Section 10-11, Hawaii County Charter, any contract, lease or other obligation <br />requiring payment of funds from the appropriations of a later fiscal year or of more than one <br />fiscal year shall be made or approved by resolution. <br />Chair Brenda Ford relinquished the chairmanship to Vice Chair Dominic Yagong, and he <br />assumed chairmanship of the Finance Committee. <br />Department of Liquor Control Director Gerald Takase appeared before Your Committee. Mr. <br />Takase commented that the Identification Checking Guide would be available at no cost to all <br />licensees. The County Department of Liquor Control is providing these free guides to all <br />licensees, which will especially help smaller licensees who may not have resources to obtain <br />information to curb underage drinking. Mr. Yagong commented on the importance of proper <br />tools and training such as this guide that will be provided to retail establishments. <br />A proposed amendment was transmitted via Communication 520.1 from Ms. Ford, dated January <br />12, 2012. Ms. Ford amended abbreviations of "ID" to "Identification" in title, fourth and fifth <br />Whereas Statement; added the monetary amounts and number of units to be purchased in a new <br />Whereas Statement and amended the enacting clause. Ms. Ford seeks the support of Your <br />FC Report No. 185 <br />
