BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br />One -time rebates were received from the Hawaii Energy Efficiency Program for the installation of energy <br />efficient fixtures and equipment at West Hawaii Civic Center. These rebates totalled $ 41,863.00 <br />To support the use of renewable energy from County Solar Photovoltaic (PV) Systems in Hilo and Kona, the <br />Department of Research and Development (R & D) would like to use these funds to lease /and or purchase <br />an electric vehicle(s). <br />An Electric Vehicle Analysis from National Renewable Energy Lab (NREL) has been conducted for the West <br />Hawaii Civic Center. Dept of Energy (DOE) -NREL indicates that Plug -in Hybrid Electric Vehicles (EV) are an <br />optimal choice for WHCC and would save County rpj,, Woith funds available from Energy Efficiency <br />Rebates, R & D wishes to submit a bid to pursue -Luse and /or Purchase arrangement with an authorized <br />dealer. <br />Currently, there are no electric vehicles in the county fleet, and the EV integration usage data with on -site <br />PV system would assess the feasibility of transforming the fleet to utilize renewable and locally produced <br />energy to reduce our dependence on imported oil and save on fuel costs. County uses around 1.5 million <br />gallons of gasoline and diesel fuel annually to operate its fleets with cost of $7.3 million in FY 2007 -2008. <br />Utilization of power from the sun to charge electric vehicles will stabilize county fuel cost, promote new <br />transportation industry in the community, and allow ccounty government to lead by example. <br />SIGNED: <br />7(, fiket- <br />Department Head <br />DATE: <br />
