RESOLUTION AUTHORIZING THE PAYMENT OF FUNDS OF A LATER FISCAL YEAR AND OF MORE THAN ONE FISCAL YEAR FOR A MULTI -YEAR SUBSCRIPTION TO THE UNITED STATES & CANADA IDENTIFICATION CHECKING GUIDE FOR THE DEPARTMENT OF LIQUOR CONTROL. WHEREAS, Section 10 -11 of the County Charter requires that any contract, lease or other obligation requiring payment of funds from the appropriations of a later fiscal year or of more than one fiscal year be approved by resolution; and WHEREAS, the service of liquor to minors is an ongoing problem which is faced by most liquor licensees within the County of Hawai`i; and WHEREAS, as a tourist destination our licensees are subject to many different types of identification from many different states and countries; and WHEREAS, in an effort to help our licensees identify false forms of identification, the Department of Liquor Control would like to provide its liquor licensees with a copy of the annual publication of the United States & Canada Identification Checking Guide as a reference and training guide to help them in verifying current valid forms of identification; and WHEREAS, the Department of Liquor Control wishes to enter into a three -year subscription for the United States & Canada Identification Checking Guide to receive the benefit of substantial discounts for a multi -year subscription and would like to make this an annual distribution to its licensees; and WHEREAS, the United States & Canada Identification Checking Guide shall not exceed $20 per guide book including shipping and handling for 500 copies for each of three years for a total of 1,500 copies at a total cost not to exceed$30,000; and WHEREAS, the Department of Liquor Control has sufficient funds from its fines and penalties account which are supposed to be used for the education and training of the licensees and the use of these identification guides will help accomplish that purpose. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII: 1. That the Department of Liquor Control is hereby authorized to enter into a three (3) year subscription to the United States & Canada Identification Checking Guide. 2. That sufficient funds be budgeted in future fiscal years to cover the anticipated obligations under the terms of the subscription. 3. The United States & Canada Identification Checking Guide shall not exceed $20 per guide book including shipping and handling for 500 copies for each of three years for a total of 1,500 copies at a total cost not to exceed $30,000. 3
