REQUEST: <br />1) Requesting a resolution authorizing the Mayor to enter into an agreement with the Hawaii Department of <br />Human Services Office of Youth Services to receive federal funds to implement the Big Island Intake and <br />Assessment Center (BIJIAC) project in Hawaii County. <br />2) Requesting a bill for an ordinance to appropriate $200,000 for the BIJIAC project. <br />B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br />The Hawaii Department of Human Services Office of Youth Services has awarded the Prosecuting <br />Attorney's Office $200,000 to establish a Big Island Intake and Assessment Center in Hawaii County. This <br />will be a pilot project for the State that will provide assistance to police with holding and placement of youth <br />taken into custody. The objective of the BIJIAC concept is to provide juvenile offenders a single point of <br />entry for assessment, crisis intervention, service integration, short-term holding and referral. The ultimate <br />goal is to address issues at the front end to deter the juvenile offender from a path of further delinquency. <br />This concept is a result of the Prosecuting Attorney's Office Juvenile Justice Comprehensive Strategic Plan <br />effort. If successful, continued funding will be provided by the Office of Youth Services. <br />Due to the grant timeline, we request waiver of Finance Committee action. <br />SIGNED: <br />DATE: <br />
