SOLID WASTE ACCOUNTS RECEIVABLE <br /> Observation: Collection of past due landfill receivable accounts should be improved. <br /> Background: A summary aging of past due Solid Waste Division receivables at June 30, 1996 <br /> follows: <br /> Over 30 days $183,293 <br /> Over 60 days 108,487 <br /> Over 90 days 278,575 <br /> With Corporation Counsel 24,471 <br /> TOTAL $ 594,826 <br /> There appears to be no formal collection procedures for the Division. However, bills aze mailed <br /> within 10 days of month end, collection letters aze sent when accounts aze past due, and <br /> accounts over $500 and over six months outstanding are sent to the Corporation Counsel for <br /> further collection efforts. <br /> The past due accounts represent about 20°k of total fiscal 19961andfill revenue of $2,867,000. <br /> Also, 11 commercial accounts make up 84% of the balances over 90 days including accounts <br /> with the Corporation Counsel. <br /> We understand that some commercial accounts may intentionally wait until 90 to 120 days to <br /> pay, because: 1) they wait for payment from their customers, and 2) the County imposed 1096 <br /> penalty and denial of access takes effect after 120 days (see Hawaii County Code, Section 20- <br /> 47). Although 120 days past due appears to be a critical date, the aging does not supply that <br /> information. <br /> Recommendation: Formalize credit, billing and collection policies and procedures. Then, <br /> aggressively follow collection procedures. <br /> Investigate means of accelerating collections such as accepting payment by credit or debit cazds, <br /> offering eazly payment discounts, and strengthening the penalties for slow payment. <br /> Also, include an "over 120 days" category in the aging analysis. <br /> <br /> C. ADJUSTING COMPUTER SYSTEMS FOR THE YEAR 2000 <br /> Observation: The County has not assessed the effect of yeaz 2000 dates on its computer <br /> applications. <br /> Background: The impact of the yeaz 2000 on older computer systems is rapidly becoming a <br /> significant issue for business and governmental entities. The issue revolves azound the ability of <br /> operating systems and software to process the input of the yeaz 2000. <br /> Many systems, PC to mainframe, will not properly process transactions after the yeaz 1999. <br /> This is because a majority of existing programs see the yeaz 2000 as "00" and process data as if <br /> it was the yeaz 1900, or will not accept the entry at all.
