No. 647/Bill No. 219, reports as <br /> follows: <br /> Bill No. 219, transmitted by Mayor William P. Kenoi, via Communication No. 647, dated <br /> March 13, 2011, is an Ordinance amending section 25-8-3 (North Kona Zone Map), Article 8, <br /> Chapter 25 (Zoning Code) of the Hawai`i County Code (2005 Edition), by changing the District <br /> Classification from Agricultural— 1 Acre (A-la)to Single- Family Residential—20,000 square <br /> feet(RS-20) at Holualoa 1st and 2nd (Mauka),North Kona District, Hawai`i, covered by Tax Map <br /> Key: 7-6-004:018. Also enclosed was a favorable recommendation from the Leeward Planning <br /> Commission Chair Geraldine Giffin. <br /> The applicant, Ms. Towata Grand, and her attorney, Ken Goodenow of Carlsmith Ball, were <br /> present in Hilo. Mr. Goodenow and Ms. Towata Grand provided background information <br /> regarding the property which has been in her family since the 1890's, including the history on <br /> the Old Government Road. Mr. Goodenow expressed that the applicant appreciates the <br /> flexibility being provided in Condition E but added that if the Department of Public Works <br /> requires the widening and paving of a minimum 16 foot roadway and the relocation of a utility <br /> pole, the project will not go forward. <br /> Council Member Ford stated that she supports the bill but there are problems with Condition E. <br /> She encouraged the Council Members to approve the bill in Committee and said that her office <br /> would work on proposed amendments to be presented at the first Council reading of this bill. <br /> She further stated that the widening of the road would require removal of rock walls and possibly <br /> some homes and would not be consistent with the rural setting of the area. <br /> Planning Program Manager Daryn Arai stated the Planning Department recognizes the <br /> challenges and uniqueness of this project and will coordinate with the Department of Public <br /> Works so the departments are not compromised and the applicant not overburdened. <br /> Council Member Pilago stated that he supports this bill but believes that Condition E should be <br /> amended or stricken in its entirety. <br /> Council Member Ford stated she does not believe Condition E should be stricken and will draft a <br /> proposed amendment to the bill. <br /> PC Rept.
