drive-through. The current plan allows for five building sites with related parking for <br />each building site. Access to the property will be via an ingress only access from <br />Kanoelehua Avenue and a new ingress/egress access from Kahaopea Street. The property <br />will be filled to level the buildable areas, due to the topography and intermittent flow of <br />water that runs across the makai portion of the property. <br />BACKGROUND INFORMATION <br />6. Ordinance No. 96159: Change of Zone Ordinance No. 96 159 was approved on <br />December 5, 1996 for Tri -Electric, Inc. to rezone the property from RS -10 to CN -7.5. <br />The developer's plans at that time were to consolidate and re -subdivide the subject <br />property into lots ranging from approximately 7,500 to 50,000 square feet in size and <br />develop a mix of single-family and multiple -family residential uses as well as a small <br />commercial area and community center. The extension of Awapuhi Street through the <br />property in order to create a connection between Kahaopea Street and E. Kawailani Street <br />was also planned. (P.D. Ordinance No. 99 116: Change of Zone Ordinance No. 99 116 was approved on <br />October 22, 1999 to amend Conditions B, D, E, I, J and K of Ordinance No. 96 159. The <br />amendments related to deferring the water commitment payment, removing the limitation <br />on the location of the proposed commercial area, modifying the requirement to submit a <br />Traffic Impact Analysis Report (TIAR), deleting the requirement to construct the <br />Awapuhi Street extension and dedicate it to the County, reducing the requirement to <br />install curbs, gutter and sidewalk improvements along the entire subject frontage of <br />Kahaopea Street and removing the restriction of the access location on Kahaopea Street. <br />At the time, the new property owners, Finance Holdings, Ltd., intended to commence <br />with the neighborhood commercial component of the development and were seriously <br />reconsidering whether to include a residential component as originally planned.
