(formerly FINANCE HOLDINGS, LTD. and TRI - <br />ELECTRIC, INC.) <br />AMENDMENT TO CHANGE OF ZONE ORDINANCE NO 99116 (REZ 840) <br />GRAPHIC IMAGES HAWAII, INC. has submitted a request to amend Conditions C, <br />H and I of Ordinance No. 99 116, which amended Ordinance No. 96 159, which rezoned <br />approximately 7.402 acres from the Single -Family Residential —10,000 square feet (RS -10) <br />district to the Neighborhood Commercial — 7,500 square feet (CN -7.5) district. The amendment <br />to conditions relates to a 5 -year time extension to secure final subdivision approval, timing of <br />installing drainage improvements, and timing of installing roadway improvements along <br />Kahaopea Street. The property is located on the southeast side of the intersection of Kanoelehua <br />Avenue (State Highway 11) and East Kahaopea Street, Waiakea Homestead House Lots, South <br />Hilo, Hawaii, TMK: 2-2-044: 003, 031, 032, 035 and 037. <br />LANDOWNER AUTHORIZATION <br />At the time of the original change of zone to the CN -7.5 zoning district was approved in <br />1996, Tri -Electric, Inc., owner of the affected properties, authorized the change of zone <br />request through its President, William M. Hirose. All of the affected parcels, with the <br />exception of a roadway lot identified as Parcel 3, were acquired in 2001 by the current <br />applicant, Graphic Images Hawaii, Inc. <br />2. Title to the roadway lot (Parcel 3) became a part of the Margaret Hirose Trust. When <br />Margaret Hirose passed away, her daughter, Florence Doi, served as successor trustee of <br />the Trust. Florence Doi passed away and there are no remaining successor trustee(s) for <br />this trust. <br />3. The Planning Director, on behalf of the Windward Planning Commission, accepted the <br />amendment request from Graphic Images Hawaii, Inc. for processing, even though the <br />requested amendments, if approved by the County Council, will apply to Parcel 3, whose <br />successor trustee(s) are not known at this time.
