Urban Expansion to <br />Extensive Agriculture along the northeast side of the Kea‘au-Pāhoa Road, Pāhoa Bypass Road, <br />and along the east side of Pāhoa-Kalapana Road; A-2. Urban Expansion to Medium Density <br />Urban in the vicinity of Mālama Market and along Kahakai Boulevard between Pāhoa Village <br />Road and Pāhoa Bypass Road; A-3. Urban Expansion to Low Density Urban along the <br />northwest side of Pāhoa Bypass Road and along the south side of town along Ka‘ohe <br />Homestead Road; A-4. Low Density Urban to Medium Density Urban along both sides of Pāhoa <br />Village Road from Kahakai Boulevard to Pāhoa Village; and A-5.
