CHAPTER 1: EXECUTIVE SUMMARY <br /> 1.1 REPORT BACKGROUND <br /> The Annual Traffic Safety Report is published by the County of Hawaii, Department of Public <br /> Works — Traffic Division (TRF) and summarizes data and information pertaining to TRF. This <br /> report is a strategic planning tool utilizing traffic accident and volume data and other relevant <br /> information for project planning (See Road Safety Audit Program). This is the first version of the <br /> Annual Traffic Safety Report. <br /> All traffic accident information, including major and minor vehicle, bicycle, and pedestrian <br /> incidents was provided by the Hawaii Police Department (HPD) and edited by TRF. Traffic <br /> volumes were collected by the State of Hawaii, Department of Transportation (DOT) and TRF. <br /> 1.2 REPORT PURPOSE <br /> The purpose of this report is to provide an overview of the conditions that exist on our roads <br /> today, the measures that were taken to make our roads safer, and the efforts being made to plan <br /> for safety improvement projects in the future. Information contained in this report will be used <br /> as a basis for the Road Safety Audit Program (RSAP). <br /> The RSAP is analogous to Federal traffic safety initiatives and programs. With goals of identifying <br /> accident potential and improving road safety, the RSAP is a valuable planning resource. Legal <br /> authority has been established encouraging the use of the RSAP — public policy has proven to be <br /> clearly on the side of the entities that use the RSAP (see references 7 & 12). <br /> 1.3 REPORT OUTLINE <br /> This report is organized into nine sections, including: <br /> 1. Traffic Division; <br /> 2. Traffic Volumes; <br /> 3. Traffic Accident Data and Statistics; <br /> 4. Existing Conditions; <br /> 5. Investigations and Projects Completed and Planned; <br /> 6. Traffic Education; <br /> 7. Traffic Sign Retroreflectivity Program <br /> 8. Other programs; and <br /> 9. Summary including report findings and future goals. <br /> 1.4 REPORT PERIOD <br /> This report summarizes the existing staff, traffic data, projects completed, and projects planned <br /> up to December 31, 2010. The next update will be provided in the 2011 Annual Traffic Safety <br /> Report,which will cover all pertinent information from January 1, 2011 to December 31, 2011. <br /> 1 <br />
