CHAPTER 2: TRAFFIC DIVISION <br /> 2.1 PROGRAM DESCRIPTION <br /> TRF was established as a part of the Department of Public Works. As described in relevant part <br /> within Chapter 2, Article 9, Section 2-41 of the Hawaii County Code (HCC), "The traffic division <br /> determines the location, installs, maintains, and repairs all traffic control facilities and devices <br /> and street lighting systems; is responsible for all traffic engineering in the County; maintains a <br /> traffic education program; and is responsible for the installation, maintenance, and repair of on- <br /> and off-street parking meters." <br /> 2.2 DIVISION ORGANZIATION—SECTIONS <br /> 2.2.1 Administration Section <br /> The Administration Section is made up of the Division Chief, Civil Engineer V, and office <br /> staff. The specific responsibilities of this section include, but are not limited to: <br /> • Provide supervision and administrative support for the Division; <br /> • Mitigate traffic problems and improve overall roadway efficiency and safety; <br /> • Resolve complaints and answer inquiries; <br /> • Promote traffic education; <br /> • Play a key role in the safe and efficient movement of traffic; and <br /> • Supply information, technical support, and direction to the Highway Safety <br /> Council, the Hamakua Traffic Safety Committee, the South Kohala Traffic Safety <br /> Committee, and the South Kona Traffic Safety Committee. <br /> 2.2.2 Traffic Safety Section <br /> The Traffic Safety Section, responsible for all in-house traffic engineering in the County, is <br /> comprised of the Civil Engineer IV, Civil Engineer III, and Traffic Technician I. The specific <br /> responsibilities of this section include, but are not limited to: <br /> • Conduct studies, investigations, inspections, traffic surveys, and other related <br /> activities to safeguard and facilitate vehicular and pedestrian traffic; <br /> • Review construction plans, traffic studies, zone changes, variances, etc. to ensure <br /> compliance with Division standards, guidelines, and policies for Federal, State, <br /> County, and private entities; <br /> • Propose, design, and mange new traffic control related projects to help mitigate <br /> existing traffic problems and to improve overall roadway efficiency; <br /> • Identify safety improvement projects based on traffic accidents and conflict <br /> analysis procedures; <br /> • Oversee resurfacing restriping program; <br /> • Propose traffic calming initiatives including driver feedback signs and speed <br /> humps; and <br /> • Creates, maintains, and improves programs to promote highway safety. <br /> 2 <br />
