� N <br /> JUSTIFICATION <br /> The applicant believes the proposed reclassification of land from the State Land Use <br /> Agricultural to the Urban land use district is consistent with the Hawaii County General <br /> Plan and the applicable State Land Use Urban District Standards. <br /> Consistency with the Hawaii County General Plan <br /> The General Plan Land Use Pattern Allocation Guide map designates the subject area <br /> for Urban Expansion. Such designation allows for a mix of high density, medium <br /> density, low density, industrial and/or open designation in areas where new settlements <br /> may be desirable, but where the specific settlement pattern and mix of uses have not <br /> yet been determined. <br /> The General Plan Support Document's Land Use Element further identifies the Kailua- <br /> Keauhou area as an "Urban Center" for the North Kona District. The subject area falls <br /> within this area. <br /> The applicant believes the proposed change of zone would be consistent with the <br /> General Plan Housing goals of providing a variety of housing choices as well as <br /> attaining a diversity of socio-economic housing mix within the Kailua to Keauhou area. <br /> By allowing the proposed development, the following Housing goals of the General <br /> Plan may be attained: <br /> o Maintain a housing supply which allows a variety of choice. <br /> o Improve and maintain the quality and affordability of the existing housing <br /> stock. <br /> o The County shall encourage a volume of construction and rehabilitation of <br /> housing sufficient to meet growth needs and correct existing deficiencies. <br /> The applicant believes that the proposed development is consistent with the Single <br /> Family Residential Element which states: <br /> o Designate and allocate land uses in appropriate proportions and mix in <br /> keeping with the social, cultural and physical environments of the County. <br /> o To maximize choices of single-family residential lots and/or housing for <br /> residents of the County. <br /> o To ensure compatible uses within and adjacent to single-family residential <br /> zoned areas. <br /> o To provide single-family residential areas conveniently located to public • <br /> and private services, shopping, other community activities and convenient <br /> access to employment centers. <br /> o The County shall designate and allocate single-family residential zoned <br /> lands at varying densities for future use in accordance with the needs of <br /> the communities and stated goals, policies, and standards. <br /> o Areas shall have basic improvements and amenities necessary for <br /> 2 • <br />
