Yamashiro per Communication No. 65, dated December 27, 1996, regarding the change of <br /> zone request by Towne Development of Hawaii at Pahoehoe 3rd, North Kona, Hawaii, TMK: <br /> 7-7-08:30 and 96, reports as follows: <br /> Bill No. 22 amends the Section 25-87 (North Kona Zone Map), Article 3, Chapter 25 (Zoning <br /> Code) of the Hawaii County Code, by changing the district classification for approximately 14± <br /> acres of land from Unplanned (U) to Single Family Residential (RS-15) zoned district. <br /> The subject property is located on the makai side of Kuakini Highway and northeast of the White <br /> Sands Beach Estates Subdivision where the applicant intends to subdivide the property into <br /> <br /> thirty- 15,000 square foot lots. <br /> Concurrently, the applicant is also requesting a State Land Use Boundary Amendment for the <br /> subject property from the Agricultural to the Urban District. <br /> <br /> Taiyo Hawaii Company, Ltd. is [he owner of TMK: 7-7-8:30 which consists of approximately 7± <br /> <br /> acres and Karen Kobayashi and Katherine Staton are the owners of TMK: 7-7-8:96 which <br /> <br /> consists of approximately 5.8± acres. <br /> <br /> The subject property, rectangular-shaped and slightly sloping, is proposed to be incorporated into <br /> <br /> the adjacent proposed Keauhou View Estates subdivision which is a 387-lot subdivision zoned <br /> <br /> for Single Family Residential in 1983. In May 1996, the ordinance was then amended by <br /> <br /> Ordinance No. 96-60 by amending the conditions of approval. <br /> <br /> Access to the subject property will be via subdivision roadways from the adjacent proposed <br /> <br /> Keauhou View Estates Subdivision. The proposed Alii Highway will traverse along the makai <br /> <br /> boundary of the project site. <br /> <br /> For agricultural productivity by the Land Study Bureau's Detail Land Classification System, soils <br /> <br /> within the mauka area of the subject property have been classified as "D" or Poor and in the <br /> <br /> makai area as "E" or Very Poor. The Agricultural Lands of Importance to the State of Hawaii <br /> <br /> (ALISH) system classifies the soils within the mauka portion of the subject property as "Other <br /> <br /> Important Agricultural Lands" and the makai portion of the subject property is unclassified.
