Arakaki, Chairman <br /> and Members of the County Council <br /> <br /> Page 6 <br /> o Develop better places to live in Hawaii County by creating viable communities <br /> with decent housing and suitable living environments for our people. <br /> o Improve and maintain the quality and affordability of the existing housing stock. <br /> o Seek sufficient production of new affordable rental and fee-simple housing in <br /> the County in a variety of sizes to satisfactorily accommodate the needs and <br /> desires of families and individuals. <br /> o Ensure that housing is available to all persons regardless of age, sex, marital <br /> status, ethnic background and income <br /> The Land Use Pattern Allocation Guide (LUPAG) Map component of the <br /> General Plan is a representation of the document's goals and policies to guide the <br /> coordinated growth and development of the County. It reflects a graphic depiction of <br /> the physical relationship among the various land uses. The requested zone change from <br /> Unplanned (U) to Single Family Residential-15,000 square foot (RS-15) conforms to <br /> the LUPAG Map, which designates the property as Urban Expansion Area. Urban <br /> Expansion Area allows for a mix of high density, medium density, low density, <br /> industrial and/or open designations in areas where new settlements may be desirable, <br /> but where the specific settlement pattern and mix of uses have not yet been determined. <br /> Within areas designated for development as resorts, portions of the resort area may be <br /> included in the urban expansion area. Therefore, this proposed single family <br /> residential development will provide the framework of a concentration of urban <br /> activities occurring in an orderly manner commensurate with the provision of necessary <br /> infrastructure. Therefore, it is determined that the request is consistent with the urban <br /> form depicted on the LUPAG Map for this area of North Kona. In addition, the Kona <br /> Regional Plan Land Use Concept Map designates this area for residential expansion. <br /> The applicant is concurrently applying to the County of Hawaii for a State Land <br /> Use Boundary Amendment from the Agricultural to the Urban District for the property, <br /> in conformance with its "Urban Expansion Area" classification under the County's <br /> General Plan LUPAG Map. The Change of Zone application from an Unplanned (U) <br /> to a Single Family Residential-15,000 square feet (RS-15) designation also conforms <br /> with this LUPAG Map classification. <br /> The applicant intends to develop a single family residential subdivision. <br /> Access to the property would be via subdivision roadways from the adjacent proposed <br /> Keauhou View Estates Subdivision. Conditions of approval require a new access, <br /> other than by way of Alii Drive be provided prior to final subdivision approval of any <br /> <br />
