Arakaki, Chairman <br /> and Members of the County Council <br /> Page 8 <br /> The above public improvements by the applicant would complement the <br /> proposed single family residential development to fit into the locale with minimal <br /> intrusion while providing the desired housing development, as well as incorporating <br /> appropriate infrastructure and design concerns of the development. <br /> While the property is within the State Land Use Agricultural and County's <br /> Unplanned zoned districts, it is not currently being used for any active agricultural <br /> purposes. The mauka area is classified in Other Important Agricultural Land and the <br /> makai area is Unclassified by the ALISH Map. The Land Use Study Bureau's Overall <br /> Master Productivity Rating for soils in the area are D or Poor and E or Very Poor. <br /> Therefore, the reclassification of this 14.013 acres from an Unplanned to a Single <br /> Family Residential (RS-15) zoned district will not be detrimental to the reduction of <br /> this area from the agricultural land inventory in the County of Hawaii. From a land <br /> use perspective, it is more feasible to infill urban development within [his particular <br /> area of North Kona. In doing so, it would tend to alleviate the conversion of more <br /> productive agricultural lands in more appropriate locations within the North Kona area <br /> for Urban type uses. <br /> Based on the above findings, this request to reclassify the subject property from <br /> an Unplanned (U) to a Single Family Residential-15,000 square feet (RS-15) zoned <br /> district would result in an appropriate land use pattern and further the public <br /> convenience, necessity and general welfare. <br /> For your favorable consideration, an amendment to the State Land Use Boundaries Map, H-8 <br /> for the County of Hawaii, and Section 25-87, the North Kona Zone Map of the County Zoning <br /> <br /> Code, are transmitted. <br /> <br />
