COUNTY OF HAWAII STATE OF HAWAII <br />',TE GF•M,� <br />RESOLUTION N0. 312 12 <br />A RESOLUTION REQUESTING THE LEGISLATIVE AUDITOR TO CONDUCT A <br />PERFORMANCE AUDIT OF THE DEPARTMENT OF WATER SUPPLY METER <br />AWARD PROCEDURES AND METER COMPLIANCE REVIEWS AND <br />PROCEDURES REGARDING THE HAWAIIAN OCEAN VIEW WATER SYSTEM <br />STANDPIPE STATION. <br />WHEREAS, water is an essential ingredient for human health, productive agricultural <br />opportunities, sound business development, and a safe, thriving community; and <br />WHEREAS, the Ocean View community relies on water catchment systems for their <br />water, which results in residents being heavily dependent on truck delivered water services due <br />to the lack of rainfall for refilling their catchment tanks; and <br />WHEREAS, through the dedicated efforts of Ocean View residents, the State of <br />Hawai'i and the County of Hawaii have invested over $6,415,000 in tax payer money for Ocean <br />View to have a water system station, which includes standpipes and public spigots; and <br />WHEREAS, the Department of Water Supply (DWS) process of awarding the water <br />standpipe meters had advertised the following criteria: <br />1) The applicant must appear in person; <br />2) Applicant must be current on all DWS accounts; <br />3) Applicant must be 18 years or older; <br />4) Present current and valid picture identification, such as driver's license, state or <br />military identification, passport, etc.; <br />5) Pay the required fees listed below: <br />Initial Standpipe Fee $407.00 <br />Estimated Water Meter Install Fee $75.00 <br />Credit Deposit $50.00 <br />TOTAL AMOUNT PAID $532.00; and <br />WHEREAS, the Ocean View residents report having not seen any significant drop in <br />the price of water delivery, despite the fact that the Hawaiian Ocean View Water System <br />Standpipe Station is at least 12 miles closer than the Naalehu water standpipe station; and <br />
