WHEREAS, residents report having concerns that the Hawaiian Ocean View Water <br />System Standpipe Station meter award process has resulted in inequities in the allocation of <br />standpipe meters which has contributed to the lack of a significant drop in the price of water <br />delivery; and <br />WHEREAS, the water standpipe meter award process, which issued the ten (10) water <br />standpipe meters on a first-come, first-served basis, may not have been adequate for addressing <br />Ocean View's unique circumstances and may not have guaranteed that safe, potable water will <br />be delivered to the community at fair, competitive rates; and <br />WHEREAS, the DWS practice of awarding water standpipe meters to applicants that are <br />not regulated by the State of Hawai' i Public Utilities Commission, specifically personal, private, <br />or businesses not specializing in hauling water, does not seem to promote the proper use of <br />publicly funded water infrastructure; and <br />WHEREAS, Section 3-18(d) of the Hawaii County Charter provides in part that the <br />Legislative Auditor shall conduct or cause to be conducted: "(2) Performance and/or financial <br />audits of the funds, programs, services, and operations of any county agency, executive agency, <br />or program as set forth by the legislative auditor in an annual audit plan that shall be transmitted <br />to the county council and the mayor and filed with the county clerk as a public record"; now, <br />therefore, <br />BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII to <br />request the Legislative Auditor to conduct a performance audit of the DWS meter award process <br />for the Hawaiian Ocean View Water System Standpipe Station, and report on recommendations <br />for future award procedures for standpipe meter service. <br />BE IT FURTHER RESOLVED that the Council of the County of Hawai'i requests the <br />Legislative Auditor to conduct a performance audit of any meter compliance review programs or <br />procedures that the DWS may have, and report on findings and recommendations to improve <br />such programs or procedures to encourage and enforce meter compliance. <br />BE IT FURTHER RESOLVED that the Legislative Auditor may conduct further <br />examination into concerns that may arise during the course of the review. <br />BE IT FURTHER RESOLVED that the Legislative Auditor, upon completion of <br />performance audit, shall submit the findings and recommendations to the Hawaii County <br />Council, the Department of Water Supply, and the Board of Water Supply. <br />2 <br />
