A condition will be included that the <br /> zoning will be effective when the required water commitment payment is submitted to <br /> the Department of Water Supply. All other essential utilities and services are or will <br /> be made available for the proposed development. The property has no severe <br /> topographic or geologic problems which cannot be properly rectified or which would <br /> render the land unusable for the proposed agricultural use. The property is currently <br /> being used for ginger, but was previous used for crops and production.
