<br /> DESCRIPTION OF PROPERTY AND SURROUNDING AREA <br /> 10. Subject Property: The subject property is an approximately ten (10) acre parcel <br /> located in Wainaku Camp on the south side of Kaiwiki Road, reaching Pohakunanaka <br /> Stream. The property is currently being used for ginger and was previously used for <br /> other crops and production. <br /> 11. FIRM: Zone "X", or area determined to be outside the 500-year flood plain. <br /> 12. ALISH: Prime Agricultural Land. <br /> 13. USDA Natural Resources Conservation Service's Soil Survey Report: Hilo silty <br /> clay loam, 0 to 10 percent slopes (HoC). The surface layer is dark brown silty clay <br /> loam about 12 inches thick, and the subsoil is about 48 inches thick. The surface layer <br /> is very strongly acid, and the subsoil is strongly acid to medium acid. Permeability is <br /> rapid, runoff is slow, and the erosion hazard is slight. This soil dehydrates irreversibly <br /> into fine gravel-size aggregates. <br /> 14. Land Study Bureau Soil Rating: "C" or Fair. <br /> 15. Floral/Faunal and Archaeological Resources: Since the property has already been <br /> disturbed, the likelihood of any endangered flora and fauna or archaeological features <br /> are remote. <br /> 16. Surrounding Zoning/Land Uses: Lands to the north and northeast are zoned A-3a <br /> and RS-7.5 and include single family dwellings and vacant lots. Lands to the southeast <br /> are zoned A-20a and include existing dwellings and vacant lots. <br /> PUBLIC FACILITIES AND SERVICES <br /> 17. Access: Access to the property is from Kaiwiki Road to Luakaha (Wailua) Street, onto <br /> a gravel road easement owned by the applicant. Luakaha (Wailua) Street is a County <br /> road. According to the Department of Public Works, the roadways and easements <br /> beyond Luakaha (Wailua) Street are private roads and do not meet the minimum <br /> roadway standards. As such, the Department of Public Works recommends roadway <br /> improvements from Kaiwiki Road, up to and along the entire subject property, <br /> consisting of, but not limited to, pavement reconstruction and widening, concrete curb, <br /> -2- <br /> <br />
