C . PERFORMANCE REQUIREMENTS AND CONDITIONS . <br /> 1 . Grantee shall comply with the guidelines set <br /> forth in the Act and all applicable federal regulations and <br /> guidelines, including but not limited to guidance issued by the <br /> Bureau of Justice Assistance, 28 C . F. R. Chapter 1, Part 66, <br /> Uniform Administrative Requirements for Grants and Cooperative <br /> Agreements to State and Local Governments, and Office of <br /> Management and Budget circulars and the effective edition of the <br /> Office of Justice Programs ' financial manual entitled "Financial <br /> Guide. " <br /> 2 . Grantee shall comply with all the <br /> ordinances, codes, rules and regulations of the Federal, State <br /> and local government which in any way affect its performance <br /> under this Contract . <br /> 3 . Grantee shall provide for an independent <br /> audit of its activities on a periodic basis in accordance with <br /> Office of Management and Budget Circular A-133 . <br /> 4 . Prior to, or concurrently with the execution <br /> of this Contract, Grantee shall complete, execute and submit to <br /> Agency a Certification Regarding Drug-Free Workplace <br /> Requirements which meets the requirements of the Drug Free <br /> Workplace Act of 1988 (P. L. 100-690, Title V, Subtitle D, <br /> U. S .C. , Title 41, Chapter 10, §702) , hereinafter referred to as <br /> 4 (10/2011) <br />
