Office of Justice Programs ' financial manual entitled "Financial <br /> Guide . " <br /> 2 . Grantee shall comply with all the ordinances, <br /> codes, rules and regulations of the Federal , State and local <br /> government which in any way affect its performance under this <br /> Contract . <br /> 3 . Grantee shall provide for an independent <br /> audit of its activities on a periodic basis in accordance with <br /> Office of Management and Budget Circular A-133 . <br /> 4 . Prior to, or concurrently with the execution <br /> of this Contract , Grantee shall complete, execute and submit to <br /> Agency a Certification Regarding Drug-Free Workplace <br /> Requirements which meets the requirements of the Drug-Free <br /> Workplace Act of 1988 (Pub . L. 100-690 , Title V, Subtitle D, <br /> U. S . C. , Title 41 , Chapter 10, §702 ) , hereinafter referred to as <br /> the "Drug-Free Workplace Certification. " A copy of the Drug- <br /> Free Workplace Certification shall be included in Part IV of the <br /> Application for Grant . Grantee covenants that the <br /> representations made in the Drug-Free Workplace Certification <br /> are true at the time this Contract is executed and will remain <br /> true throughout the entire term of this Contract and any <br /> extensions , and that Grantee shall fulfill all the requirements <br /> set forth therein.
