Form #: B-52
7/18/91
DEPARTMENT OF FINANCE
REQUEST FOR COUNCIL ACTION
DEPARTMENT: Environmental Management (DEM) DATE: December 18, 2012
STAFF CONTACT: Dora Beck, P.E. PHONE: 961-8083
A. REQUEST:
Resolution authorizing the payment of funds of a later fiscal year and of a multi-fiscal year contract for
organic waste diversion and compost operations in West Hawai'i and East Hawai'i.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Department of Environmental Management (DEM) intends to issue a Request for Proposals to expand
organic waste diversion and establish compost operations at the South Hilo Sanitary Landfill and the West
Hawai'i Sanitary Landfill. The current contract extension for green waste operations expires on December
31, 2012. A new one-year green waste operations contract will begin January 1, 2013. The DEM intends to
continue providing green waste drop-off sites at Recycling and Transfer Stations for the convenience of
residents, including Kailua-Kona. Through research of the industry, we have determined that a multi-year
contract is necessary to enable return on investment, and a ten (10) year contract will provide the best
opportunity for cost-effective organics diversion and compost operations. Establishing an organics
management program such as this supports this county's effort to divert waste from our landfills.
SIGNED: 4/17,i j DATE: December 18, 2012
`mil Department Head
