No. 31-13 <br />PLACE: Council Chambers <br />Hilo, Hawaii <br />TIME: 2:40 p.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Your Committee on Finance, to which was referred Resolution No. 31-13, reports as follows: <br />Resolution No. 31-13, transmitted by Finance Director Nancy Crawford via Communication No. 53, <br />dated December 21, 2012, authorizes the payment of funds of a later fiscal year and of a multi -fiscal <br />year agreement for furnishing and implementing organic waste diversion sites and compost operations in <br />West Hawaii and East Hawaii for the Department of Environmental Management. <br />The current extension for green waste operations expires on December 31, 2012. A request for <br />proposals for a 10 -year contract to expand these operations at both the South Hilo Sanitary Landfill and <br />West Hawaii Sanitary Landfill will enable adequate return on investment and will provide the best <br />opportunity for cost-effective organics diversion and compost operations. Organics diversion is <br />necessary to comply with Council Resolution 826-08, which urges a prohibition on organics from the <br />landfill by 2012. <br />Acting Director Dora Beck and Solid Waste Division Chief Greg Goodale, from the Environmental <br />Management Department, were present in the Council Chambers for questions by the members of the <br />Committee. <br />Ms. Beck expanded on the landfill components and diversion rate of green waste. She also noted that <br />there was no compost operation in place; however, it will be scheduled during second part of fiscal year <br />2014. <br />Council Member Ford asked for clarification of Kailua-Kona's green waste processing and drop-off <br />sites. She stated that a front loader would be more efficient, rather than self -loading. <br />Mr. Goodale informed the Council of the locations for mulch pick-up and green waste drop-off sites. <br />He stated that mulch is currently being processed at Pu`anahulu. <br />Pursuant to Section 10-11, Hawaii County Charter, any contract, lease or other obligation requiring <br />payment of funds from the appropriations of a later fiscal year or of more than one fiscal year shall be <br />made or approved by resolution. <br />FC Report No. 16 <br />
