No. 54/Bill No. 15 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 2:40 p.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Finance, to which was referred Bill No. 15, reports as follows: <br /> Bill No. 15, transmitted jointly with Bill 14, by Finance Director Nancy Crawford via <br /> Communication No. 54, dated December 21, 2012, amends Ordinance No. 12-87, as <br /> amended, relating to public improvements and financing thereof for the fiscal year July 1, 2012 <br /> to June 30, 2013. The amendment is as follows: <br /> PUBLIC WORKS: <br /> GCCS - Pu'uanahulu Landfill <br /> (110.699.5696.49) $ 4,000,000 <br /> Funds for this appropriation increase shall be provided from: <br /> General Obligation Bonds, Capital Projects Fund— <br /> Fund Balance and/or other Sources $4,000,000 <br /> This proposed bill adds the DPW project titled"Landfill Gas Collection and Control System (GCCS) <br /> Landfill at Pu'uanahulu"project for $4,000,000, and appropriates the same to the Capital Budget. <br /> Pursuant to Section 10-6(d), Hawai`i County Charter, at any time during the fiscal year, the council, by <br /> ordinance adopted by the affirmative vote of at least two-thirds of the entire membership, may amend <br /> the capital budget for that year. In amending, the council shall request and consider, but need not follow, <br /> the recommendations of the mayor as to the proposed amendment. <br /> Acting Director Dora Beck and Solid Waste Division Chief Greg Goodale, from the Environmental <br /> Management Department, were present in the Council Chambers for questions by the members of the <br /> Committee. <br /> There was no discussion on this measure. <br /> FC Report No. 18 <br />
