In March 2011, this site became subject to compliance with the <br /> Environmental Protection Agency (EPA) Code of Federal Regulations (CFR)New Source <br /> Performance Standards Part 60, Subpart WWW, for Municipal Solid Waste Landfills. Installation <br /> of a Gas Collection and Control System (GCCS) at the WHSL is required by December 17, 2013 in <br /> order to stay in compliance with these regulations. This is the first phase of a system that will allow <br /> for landfill gas to be captured and burned in a landfill gas flare, rather than being emitted to the <br /> atmosphere. The GCCS design was completed by Waste Management Inc. (WMI) who is also <br /> contracted with the County as landfill operator at WHSL. Per contract requirements, WMI will be <br /> installing the GCCS, which is expected to begin in the second quarter of 2013. <br /> Enclosed is a bill for an ordinance amending Ordinance 12-87, the Capital Budget, by adding the <br /> project titled "Landfill Gas Collection and Control System (GCCS) for the West Hawai`i Sanitary <br /> Landfill at Pu'uanahulu", and appropriating $4,000,000 to the Capital Budget. <br /> Also enclosed is a bill for an ordinance authorizing the issuance and sale of General Obligation <br /> Bonds of the County of Hawai`i, in the principal amount not to exceed $4,000,000 for the <br /> aforementioned project. <br /> If there are any questions, please do not hesitate to call Greg Goodale of the Department of <br /> Environmental Management at 961-8515. <br /> Nancy awford <br /> Director of Finance <br /> Enc.
