REPORT OF THE COMMITTEE ON AGRICULTURE, WATER AND ENERGY SUSTAINABILITY DATE: February 5, 2013 Re: Comm. No. 90 PLACE: Council Chambers Hilo, Hawai`i TIME: 1:17 pm Council Chair and Members Hawai`i County Council Hilo, Hawai`i 96720 Your Committee on Agriculture, Water and Energy Sustainability, to which was referred Comm. No. 90, reports as follows: Communication No. 90, transmitted by from Mayor Billy Kenoi, dated January 11, 2013, nominates Mr. Dwayne D. Yoshina to a 5 year term on the Game Management Advisory Commission. Mr. Yoshina is a life long resident of Hawai`i. From 1981 to 2007, he was employed by the State of Hawai`i as an Elections Administrator. Mr. Yoshina states that he is a Democrat. Executive Assistant to the Mayor Charmaine Shigemura introduced Mr. Dwayne D. Yoshina as the District 2 nominee for the Game Management Advisory Commission. Mr. Yoshina was present in the Hilo Council Chambers and stated that he is a life long Hawai`i community resident, born in Hilo and raised in Kailua-Kona and believes in practical conservation for hunting. He further stated that he believes the current policies are too heavily weighted towards preservation and that there needs to be a balance in the hunting policies. Council Member Ford confirmed that Mr. Yoshina had returned to the island five years ago after his retirement and that he currently hunts yearly, primarily for birds. She also confirmed that he believes issues other than preservation need to be included in policy deliberations. Mr. Yoshina is not required to be present at the final confirmation before the full Council. Pursuant to Hawai`i County Charter Section 6-9.3, there shall be a game management advisory commission consisting of nine members who shall be appointed by the mayor and confirmed by the council.
