REPORT OF THE
COMMITTEE ON AGRICULTURE, WATER AND
ENERGY SUSTAINABILITY
DATE: February 5, 2013 Re: Comm. No. 90
PLACE: Council Chambers
Hilo, Hawai`i
TIME: 1:17 pm
Council Chair and Members
Hawai`i County Council
Hilo, Hawai`i 96720
Your Committee on Agriculture, Water and Energy Sustainability, to which was referred
Comm. No. 90, reports as follows:
Communication No. 90, transmitted by Mayor Billy Kenoi, dated January 11, 2013, nominates
Mark C. Bartell to a 2-year term on the Game Management Advisory Commission. Mr. Bartell
has been a resident of Hawai`i for 25 years. He is a self-employed farmer and charter fisherman.
Mr. Bartell states that he is a Republican.
Executive Assistant to the Mayor Charmaine Shigemura introduced Mr. Mark C. Bartell as the
District 8 nominee for the Game Management Advisory Commission.
Mr. Bartell was present in the Kailua-Kona Council Chambers and stated that he grew up on
O`ahu. His parents and family are very active water people, and he learned about hunting while
pursuing a career on the mainland. He further stated that since moving back to the Big Island
seven years ago he has been involved in an archery club which teaches children about hunting.
For the last four years he has been very involved with Department of Land and Natural
Resources issues and stated that the hunters, gatherers, and fishermen have very little say in
decisions being made regarding land use. In closing, Mr. Bartell feels the fishermen and hunters
need a voice to establish a balance especially for the next generation and the generations to
come.
Council Member Eoff thanked Mr. Bartell for being part of the original group to come forward
during the past Council term to discuss the concept of a Game Management Advisory'
Commission. She stated that she was glad to see his nomination to the Commission.
Council Member Ford confirmed that Mr. Bartell does not collect reef fish for sales to the
aquarium trade.
Mr. Bartell is not required to be present at the final confirmation before the full Council.
AWESC Rept. No. 8
