No. 90 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 1:17 pm <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Agriculture, Water and Energy Sustainability; to which was referred <br /> Comm.No. 90,reports as follows: <br /> Communication No. 90, transmitted by Mayor Billy Kenoi, dated January 11, 2013, nominates <br /> Mr. Cleon M. Bailey to a 3-year term on the Game Management Advisory Commission. <br /> Mr. Bailey is a 28-year resident of Hawai`i. He is a member of the Hawai`i Carpenters Union <br /> and the Hawai`i Operating Engineers Union. He has been disabled for the past 16 years. <br /> Mr. Bailey states that he is a Republican. <br /> Executive Assistant to the Mayor Charmaine Shigemura introduced Mr. Cleon M. Bailey as the <br /> District 9 nominee for the Game Management Advisory Commission. <br /> Mr. Bailey was present in the Waimea Council Office and stated that he moved to the Big Island <br /> in the early 1980's and is a single parent living in the District 9 self-help subdivision of Ouli. He <br /> further stated that he has been involved with the hunting and fishing culture all his life and that is <br /> what identifies him in the community and with his culture. Although he did not hunt from 1996 <br /> to 2007 due to an injury, he has continued to be involved by teaching his son and spending time <br /> in the fields during the hunting season. In closing, he strongly believes in preserving this <br /> heritage for future generations. <br /> Council Member Ford confirmed that Mr. Bailey has been hunting all his life until an injury <br /> which prevented him from hunting from 1996 to 2007. <br /> Committee Chair Wille stated that she had the opportunity to meet with Mr. Bailey and he will <br /> be an exceptional member of the Commission. She also stated that he sees the big picture and <br /> displays a coherent voice that will bring the hunting community together by solving the conflicts <br /> between the different types of hunters. <br /> Mr. Bailey is not required to be present at the final confirmation before the full Council. <br /> AWESC Rept.
