H.D. 1 was signed into law under Act 310, <br /> which consolidates the driver's license and civil identification programs for the State of <br /> Hawaii, under the Department of Transportation; and <br /> WHEREAS, the issuance of Hawaii State Identification (SID) cards has been <br /> delegated to the counties; and <br /> WHEREAS, the creation of two (2) VRL Clerk II positions, SR-13, one (1) to be <br /> located at the Hilo Vehicle Registration and Licensing branch, and one (1) to be located <br /> at the Kona branch will ensure the residents in those districts are served, and will lessen <br /> the shortage of staff and subsequent interruptions of service within the other district <br /> offices; and <br /> WHEREAS, these positions are required in order to take over the issuance of <br /> SID cards from the State; and <br /> WHEREAS, the State of Hawaii is funding these positions; and <br /> WHEREAS, Article V, Section 5-1.3(c) of the Hawaii County Charter states that <br /> the Mayor has the power to "Create positions...for which appropriations have been <br /> made by the council..."; now therefore <br />
