REPORT OF THE <br /> COMMITTEE ON FINANCE <br /> DATE: March 12, 2013 Re: Comm. No. 156/Res. No. 67-13 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 2:05 p.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Finance, to which was referred Resolution No. 67-13, reports as follows: <br /> Resolution No. 67-13, transmitted by Finance Director Nancy Crawford, via Communication No. 156 <br /> dated February 21, 2013, creates two (2) Vehicle Registration and Licensing (VRL) Clerk II positions <br /> for the Department of Finance. <br /> The department is requesting to establish two new permanent VRL Clerk II (SR-13)positions <br /> (one for Hilo and one for Kona), which will be funded by the State Department of Transportation. In <br /> addition to issuing State Identification(SID) cards, the positions will also perform driver license and <br /> vehicle registration duties. <br /> Finance Director Nancy Crawford came forward to answer questions and provide background <br /> information regarding the two new positions. She believes this will "speed up" the process. She also <br /> noted that there has been discussion in regards to an express drive-up window or expanding the West <br /> Hawai`i office. The priority is getting the facilities fully staffed. <br /> Ms. Ford spoke in support of Res. No. 67-13; however, she expressed concern with the long lines, <br /> passageway congestion, seating issues, and waiting time. She requested having more tables and <br /> benches for the West Hawai`i facility.
