Honorable J Yoshimoto, Chair and <br /> Members of the Hawai`i County Council <br /> February 21, 2013 <br /> Page 3 <br /> Kaiholena(North) &Pa`o`o,North Kohala <br /> The third purchase was finalized in January 2010 for four parcels(TMK's: (3) 5-8-01:11, 19, 20 & <br /> 24) in Kaiholena totaling 151 acres for$6,541,680.00. <br /> The fourth purchase, a second acquisition for 2010,was completed in October for 10.61 acres of <br /> coastal land in Pa`o`o. The purchase price was for$1,890,000.00 and partially funded by a <br /> $945,000.00 grant from the State, DLNR LLCP thanks to the efforts and assistance from TPL. <br /> Kaiholena(North)and Pa`o`o parcels are periodically monitored and cleaned-up if necessary by <br /> various community groups in the North Kohala area(i.e. Kohala Lihikai, Wahi Pana 0 Kohala, <br /> Kako`o,North Kohala Community Access Group). In addition, a Memorandum of Understanding <br /> (MOU) is in place between the National Park Service and the County since the Ala Kahakai <br /> National Historic Trail traverses these parcels. <br /> Kingman Trust Properties,North Kona <br /> The sixth purchase completed in February 2012, was for two parcels of land(TMK's: (3) 7-7- <br /> 08:20& 31)totaling 6.0117 acres for$3,220,000.00. These properties in addition to another parcel <br /> purchased by the County are now known as Kipapa Park. <br /> Since Kipapa Park is located directly mauka of Alii Drive, Magic Sands Beach Park <br /> (aka White Sands or Disappearing Sands Park), La'aloa Bay Beach Park and Pahoehoe <br /> Beach Park, it will provide much needed off street parking and provide increased road and <br /> pedestrian safety in the area. Future development of bathroom facilities, a pavilion and a <br /> comfort station with outdoor showers is part of the overall plan. <br /> Status of Funds—Public Access,Open Space and Natural Resources Preservation Fund <br /> For the benefit of the County Council, I have attached a summary of the FUND and all monies <br /> deposited and disbursed since its establishment. <br /> Management and Stewardship <br /> Since the acquisition of properties with the FUND, long-term management and stewardship has <br /> always been a concern of the Commission. On November 6,2012, a majority of the voters approved a charter <br /> amendment creating the Public Access, Open Space and Natural Resources Preservation Maintenance Fund in <br /> the Hawaii County Charter(2010 Edition). This maintenance fund will now be used for maintenance of lands <br /> and easements acquired by the FUND in addition to also providing stewardship grants to non-profit <br /> organizations to assist the County in long-term management of these properties. <br /> Recommendations <br /> Finally, as my formal recommendation in connection with what has been submitted by the Public <br /> Access,Open Space and Natural Resources Preservation Commission, I would recommend that the County <br /> Council accept the list as presented by the Commission.
