REPORT OF THE COMMITTEE ON FINANCE DATE: March 12, 2013 Re: Comm. No. 157/Res. No. 68-13 PLACE: Council Chambers Hilo, Hawai`i TIME: 2:05 p.m. Council Chair and Members Hawai`i County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Resolution No. 68-13, reports as follows: Resolution No. 68-13, transmitted by Finance Director Nancy Crawford, via Communication No. 157 dated February 21, 2013, authorizes the abandonment and sale of that certain parcel known as the Old Chlorinator Site, Tax Map Key (3)4-8-007-030 situated at Kukuihaele, District of Hamakua , County and State of Hawai`i, to Spencer D. Jackson. The parcel is no longer used by the County, and has been determined economically and physically unsuitable or undesirable for development or utilization due to its size, shape and location. Finance Property Manager Ken Van Bergen appeared before Your Committee. He pointed out the specific location of the parcel on the map provided in Communication No. 157; furthermore, he noted the County has no use for this land. Pursuant to Section 2-111, Hawai`i County Code, the Council may direct the Director of Finance to dispose of real property in fee simple. Pursuant to Section 2-118, Hawai`i County Code, remnants or portions thereof may be disposed of without recourse to public auction and shall be first offered for sale to the abutting landowner. Pursuant to Section 2-118(d), Hawaii County Code, disposition costs may be added to the sale price.
