According to Recycle Hawai`i's traffic survey, Kea`au transfer station experienced <br /> peak traffic Fridays through Mondays. Tuesdays through Thursdays were slower. <br /> Traffic was lighter on rainy days than on dry, sunny days. <br /> Transfer trailers moving through KRRC did not create any problems. <br /> 2.5.13 Volunteers/community incentive fund. Use of volunteers, both individuals and <br /> groups, was a positive experience. This enabled Recycle Hawaii to supplement <br /> site staff, improve site monitoring and education efforts, and perform needed tasks <br /> on site. Recycle Hawaii established a community incentive fund to attract <br /> community group volunteers. A $100 donation was given for a minimum of four <br /> volunteers each performing four hours of work. Volunteers donated a total of <br /> 1,221 hours at KRRC. <br /> While extremely helpful, volunteers have other commitments and interests. <br /> Caution must be exercised before relying upon volunteers to perform repetitive or <br /> time-sensitive tasks. Keys to a successful volunteer program include flexibility, <br /> ability to match individual/group interests with project needs, incentives, and <br /> ability to provide necessary tools and supplies to the volunteers if they cannot <br /> furnish their own. <br /> <br /> 2.6 Relationship to County Solid Waste System <br /> The Kea`au project was intended to be a demonstration of the waste diversion potential at <br /> rural transfer stations. As such, it was successful. The next step is to refine the Kea`au <br /> model and replicate it at other transfer stations azound the island. Any permanent facility <br /> should be a neighborhood recycling center compatible with the County's integrated solid <br /> waste management plan and with the proposed East Hawaii regional sort station. The <br /> sort station, as currently proposed, will incorporate atwo-stream recycling system into <br /> the East Hawaii solid waste management system. This will require some adjustments on <br /> the part of private sector recycling businesses and residential recyclers. Atwo-stream <br /> recycling system also will complicate diversion of recyclables to local small-scale <br /> entrepreneurs producing value-added products. <br /> 2.7 Planned Improvements at IQtRC <br /> Recycle Hawaii, through its subcontractor Big Island Resource Conservation and <br /> Development Council, prepazed a conceptual drawing of a permanent KRRC. This plan <br /> does not reflect Recycle Hawai`i's work, because Recycle Hawai`i's product was <br /> submitted to HIEDB about the same time as the final draft of this plan. County staff <br /> found funding to continue KRRC operations beyond December 29, 2003, and plan to <br /> eventually install permanent infrastructure. The final design of the permanent KRRC will <br /> be influenced by this plan, Recycle Hawai`i's conceptual drawing, a transfer station <br /> enhancement plan in prepazation by the County's consulting engineer, and input from <br /> customers at design workshops sponsored by HIEDB and RCAC. <br /> 14 <br /> <br />
