5.3.5 Weigh stations. Class 1 NRCs are equipped with vehicle scales and a scale house. <br /> This facilitates weighing and documenting loads hauled by the County's vendors. <br /> 5.3.6 Landscapine. Landscaping serves to beautify NRCs and promote public <br /> perception of NRCs as neighborhood facilities as opposed to rubbish dumps. <br /> Landscaping at NRCs: <br /> • Consists primarily of native plants. <br /> • Features a variety of compatible plants. <br /> • Is maintenance free to the greatest extent possible. <br /> • Facilitates air flow and natural lighting on site. <br /> 5.3.7 Access. All NRC facilities, services, and programs satisfy the requirements of the <br /> Americans with Disabilities Act. <br /> 5.3.8 Utilities. Class 1, 2, and 3 NRCs have water and electric service. In remote areas <br /> without public utility service, catchment water and solaz power supply facility <br /> needs. Wastewater disposal is on site, except where public wastewater systems aze <br /> available. Other sections in this chapter contain more details on utilities. <br /> 5.3.9 Securi .Chain link fences and gates aze installed to prevent after-hours vehiculaz <br /> access to Class 1, 2, and 3 NRCs. These NRCs have attendants or security guards <br /> who open and secure gates. To reduce costs, fencing does not extend around entire <br /> sites, but sensitive areas within the NRCs, such as the neighborhood enterprise <br /> centers, aze fenced and gated or otherwise secured. <br /> 5.3.10 Disaster miti <br /> ag <br /> tion. Solid waste management facilities aze critically needed <br /> following disasters. Damage prevention is essential to ensuring that NRCs and <br /> their equipment will be functional when needed. Inoperative NRCs or equipment <br /> may result in inability to move disaster debris, requiring establishment and <br /> operation of temporary sites elsewhere for debris storage and processing. Specific <br /> disaster mitigation measures are included elsewhere in this chapter. <br /> Critical pre-disaster steps to be taken by the County include: <br /> • Safeguazding as-built drawings of all NRCs. <br /> • Ensuring that insurance coverage is adequate. <br /> • Producing and periodically updating complete photographic records of all <br /> NRC facilities and equipment. <br /> • Maintaining complete financial records for every NRC, including design and <br /> construction costs, equipment purchase costs, and costs of major repairs. <br /> • Maintaining accurate records of materials flowing through each Class 1 and <br /> Class 2 NRC, to serve as a baseline in the event disaster debris must be <br /> handled. <br /> <br /> 5.4 Community Enterprise Center <br /> 5.4.1 NRC classes: 1, 2 <br /> 32 <br /> <br />
