FC -54 Page 2 March 27, 2013 <br />Bill No. 54 amends Ordinance No. 11 -40, by reducing the Kawaihae Housing Closure $1,291,332.55, <br />and increasing the Kaloko Housing Project by the same amount. <br />Finance Director Nancy Crawford and Housing Director Stephen Arnett appeared before Your <br />Committee for questions. Mr. Arnett informed the Council Members that the Housing division <br />estimated $1.5 million from the closure of Kawaihae Housing. The Office of Housing and Community <br />Development (OHCD) received an additional $1,050,000 from Maui in HOME funds. These funds will <br />be used specifically for the completion of the last five buildings in Kaloko, Homes at Ulu Wini; <br />however, these funds have a "spend down" requirement to be appropriated by July 15, 2013. With the <br />re- appropriation of the $1.2 million and the $1.5 million from Maui, the Department of Housing could <br />do four of the five buildings. The idea, per Mr. Arnett, was to go out for the Invitation for Bid (IFB) and <br />do a bid for four buildings with an added alternative for the fifth building, thinking they would have <br />enough for the fifth building. <br />Ms. Wille supports Bill No. 54. She was informed by Mr. Arnett that the Homes of Ulu Wini would be <br />available to people who are in the 80% of the median income level, as rentals. In closing, Mr. Arnett <br />also provided that the OHCD will soon be coming forward to Council with a request to have Kaloko go <br />with a Section 8 voucher project.
