No. 223/Bill No. 58 <br /> PLACE: Council Chambers <br /> Kona, Hawai`i <br /> TIME: 1:10 p.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Public Works and Parks and Recreation, to which was referred Bill No. 58 <br /> reports as follows: <br /> Bill No. 58, transmitted by Public Works Director Warren H. Lee, via Communication No. 223 <br /> dated March 15, 2013, amends Chapter 14, Article 9, Section 14-55 (Tables), of the Hawai`i <br /> County Code 1983 (2005 Edition, as amended)by deleting the Operations Restrictions for LED <br /> fixtures with less than two percent blue light content and traffic color compliant. <br /> The purpose and intent of this measure is to allow for the use of Class II LED fixtures within all <br /> private and public right-of-ways. <br /> Your committee received testimony in support of this measure from Ms. Susan Fischer who <br /> represented the North Kohala Community Development Plan. <br /> Your Committee finds that replacing Low Pressure Sodium fixtures with LED fixtures with less <br /> that 2%blue light content and traffic color compliant will significantly improve traffic safety <br /> conditions for motorists and emergency responders. These fixtures with a Spectral Power <br /> Distribution have a low blue content which reduces light pollution and is ideal for astronomical <br /> studies.
