No. 230 PLACE: Council Chambers Kona, Hawai`i TIME: 9:05 a.m. Council Chair and Members Hawai`i County Council Hilo, Hawai`i 96720 Your Committee on Finance, to which was referred Communication No. 230, reports as follows: Communication No. 230, transmitted by Mayor William P. Kenoi dated March 20, 2013, requests review and favorable recommendation of the nomination of Mr. Donald J. David to the County of Hawai`i Tax Board of Review. A resident of Hawai`i for the past 81/2 years, Mr. David is currently retired from Tax Associates, where he was employed as a Registered Tax Return Preparer from 2007 to 2012. He is the Director of the West Hawai`i AARP Tax Aid. Mr. David is a member of the Saint Michael's Catholic Church Finance Board and was previously a member of the West Sacramento Chamber of Commerce. He stated that he is a member of the Democratic Party. If confirmed, Mr. David will serve a term to expire on December 31, 2017, replacing Mr. Wes Takai, whose term expired on December 31, 2012. Ms. Char Shigemura, Executive Assistant to Mayor Kenoi, came forward to introduce Nominee David. She provided background information, expressed the Mayor's support, and requested the Council's favorable action of this appointment. Mr. David expressed his desire to learn more about real estate taxes and how they are administered. Council Members Ford and Kanuha spoke in support of Mr. David's nomination to the Tax Board of Review. Mr. David is not required to be present at full Council for final confirmation. Pursuant to Chapter 6, §6-6.4, Hawai`i County Charter, there shall be a pension board consisting of five members who shall be appointed by the mayor and confirmed by the council in the manner prescribed in Section 13-4.
