Approval of an Appropriation Ordinance for the HOME <br /> Investment Partnerships (HOME) Additional FHOME funds <br /> The Office of Housing and Community Development (OHCD) <br /> received notification from the State' s Hawaii Housing <br /> Finance and Development Corporation (HHFDC) that they are <br /> re-allocating HOME funds in the amount of $1, 050, 279 from <br /> the County of Maui to the County of Hawaii . <br /> HHFDC allocated Program Year (PY) 2011 HOME grant funds of <br /> $750, 279 and prior years' HOME funds of $300, 000 to the <br /> County of Maui to establish a Tenant Based Rental <br /> Assistance (TBRA) program to assist low and moderate <br /> income families . As the County of Maui was unable to <br /> establish the program or commit funds to another eligible <br /> project, HHFDC de-obligated the funds in January, 2013 . <br /> HHFDC reviewed activities proposed by both the County of <br /> Kauai and the County of Hawaii and determined that the <br /> County of Hawaii' s construction of the final phase of the <br /> Na Kahua Hale 0 Ulu Wini (Ulu Wini) project, in Kona, was <br /> the most efficient use of the funds . <br /> The OHCD will utilize $1, 050, 279 for vertical construction <br /> of the final phase of the Ulu Wini project, consisting of <br /> 20 two-bedroom units . The first two phases of the project <br /> is complete and provides 40 two-bedroom transitional and <br /> long-term affordable rental units . The third phase. <br /> Consisting of 36 two-bedroom units is scheduled to be <br /> completed in May, 2013. When completed, the Ulu Wini <br /> project will provide 96 low-income families and <br /> individuals with access to decent, affordable housing. <br /> In anticipation of executing the State Recipient Agreement <br /> with HHFDC the OHCD is recommending approval of the <br /> attached appropriation ordinance. The OHCD emphasizes <br /> that no County General Funds are involved in this <br /> transaction. The ordinance merely sets up the proper <br /> accounts to receive and expend the additional HOME funds . <br /> 2151hnmf <br />
