Approval of an Appropriation Ordinance for the HOME Investment Partnerships (HOME) Additional FHOME funds The Office of Housing and Community Development (OHCD) received notification from the State' s Hawaii Housing Finance and Development Corporation (HHFDC) that they are re-allocating HOME funds in the amount of $1, 050, 279 from the County of Maui to the County of Hawaii . HHFDC allocated Program Year (PY) 2011 HOME grant funds of $750, 279 and prior years' HOME funds of $300, 000 to the County of Maui to establish a Tenant Based Rental Assistance (TBRA) program to assist low and moderate income families . As the County of Maui was unable to establish the program or commit funds to another eligible project, HHFDC de-obligated the funds in January, 2013 . HHFDC reviewed activities proposed by both the County of Kauai and the County of Hawaii and determined that the County of Hawaii' s construction of the final phase of the Na Kahua Hale 0 Ulu Wini (Ulu Wini) project, in Kona, was the most efficient use of the funds . The OHCD will utilize $1, 050, 279 for vertical construction of the final phase of the Ulu Wini project, consisting of 20 two-bedroom units . The first two phases of the project is complete and provides 40 two-bedroom transitional and long-term affordable rental units . The third phase. Consisting of 36 two-bedroom units is scheduled to be completed in May, 2013. When completed, the Ulu Wini project will provide 96 low-income families and individuals with access to decent, affordable housing. In anticipation of executing the State Recipient Agreement with HHFDC the OHCD is recommending approval of the attached appropriation ordinance. The OHCD emphasizes that no County General Funds are involved in this transaction. The ordinance merely sets up the proper accounts to receive and expend the additional HOME funds . 2151hnmf
