REQUEST: <br /> Requesting a bill for an ordinance to appropriate $1,050,279 for the Program Year(PY)2011 HOME <br /> Investment Partnerships Program (HOME) ($750,279) and prior years' HOME funds ($300,000) to fund the <br /> following activity: <br /> Na Kahua Hale 0 Ulu Wini - $1,050,279 <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> This appropriation reflects the re-allocation of PY11 HOME funds and prior years' HOME funds from the <br /> County of Maui to the County of Hawaii by the State Hawaii Housing Finance and Development Corporation <br /> (HHFDC). The HHFDC allocated PY11 HOME funds of$750,279 and prior years' HOME funds of$300,000 <br /> to the County of Maui to establish a Tenant Based Rental Assistance (TBRA) program to assist low and <br /> moderate income families. As the County of Maui was unable to establish the TBRA program or commit <br /> funds to another eligible project, HHFDC de-obligated the funds in January, 2013. HHFDC reviewed <br /> activities proposed by both the County of Kauai and the County of Hawaii and determined that the County of <br /> Hawaii's construction of the final phase of the Na Kahua Hale 0 Ulu Wini project was the most efficient use <br /> of the funds. These funds will be utilized for vertical construction of the final phase of the Ulu Wini project, <br /> consisting of twenty two-bedroom units. The firsts phase of the project is complete and provides 40 two- <br /> bedroom transitional and affordable rental units. The second phase, consisting of 36 two-bedroom units is <br /> scheduled for completion in May, 2013. When completed the Ulu Wini project will provide a total of 96 low- <br /> income families and individuals with access to decent, affordable housing. <br /> The Office of Housing and Community Development (OHCD) request that this ordinance be waived to the <br /> Council meeting on May 15, 2013 as this additional HOME funds will be utilized for the vertical construction <br /> of the final phase at Ulu Wini. The OHCD is anticipating going out to bid in May and executing the <br /> construction contract by the end of June, 2013.
