�J�Sr os M.� . <br /> COUNTY OF HAWAII •E..4 ' • STATE OF HAWAII <br /> RESOLUTION NO. 99 13 <br /> A RESOLUTION URGING THE ADMINISTRATION TO INSTALL PHOTOVOLTAIC <br /> SYSTEMS ON AS MANY COUNTY FACILITIES AS POSSIBLE USING THIRD- <br /> PARTY FINANCING SUCH AS SOLAR POWER PURCHASE AGREEMENTS. <br /> WHEREAS, a solar power purchase agreement is a financial arrangement in which a <br /> third-party financer owns, operates, and maintains the photovoltaic system, and a host customer <br /> agrees to site the system on its roof or elsewhere on its property and purchases the system's <br /> electric output from the solar services provider for a predetermined period; and <br /> WHEREAS, third-party solar power purchase agreements bring in large amounts of <br /> investor money and economic activity, which benefits the overall economy and creates jobs; and <br /> WHEREAS, federal and state governments are rapidly installing photovoltaic systems <br /> using solar power purchase agreements for schools, airports, military bases, wastewater <br /> treatment plants, and other facilities; and <br /> WHEREAS, Hawai`i County has shown considerable leadership by installing <br /> photovoltaic power on public buildings such as the West Hawai`i Civic Center, the Waimea <br /> Police Station, and the Waimea Fire Station; and <br /> WHEREAS, utility costs are a significant part of County operations, and increasing <br /> rates are an added challenge to balancing the County's operating budget; and <br /> WHEREAS, third-party solar photovoltaic power financing is readily available for <br /> business, residential, and government facilities with no upfront capital cost and with immediate <br /> operating savings; and <br /> WHEREAS, Hawai`i County has adopted policies promoting sustainability and <br /> supports photovoltaic power as a sustainable resource; now, therefore, <br />
