BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> This project is for the pavement resurfacing of Kilauea Avenue Resurfacing, Phase 3, from the <br /> Aupuni Street intersection to the Puna side of the Waiakea Stream/Wailoa Bridge.
