In fact, when the Planning Director, Mr. Yuen, introduced <br /> the current bill, we actually have one, an ordinance now, it requires anybody, any farm,to do <br /> plan approval. And the number of people that are applying for that since that ordinance was <br /> created-. Daryn, do you know how many people actually applied? <br /> ARAI: None. <br /> WEIGERT: Okay, zero. And that was passed back in 2008 or 2009, I think. So that was just an <br /> indication that that probably wasn't a very good bill. And the plan approval requires farmers to <br /> do drainage plans, topography, and engineering plans. I mean these farmers have no clue. I <br /> mean they don't even have a uniform. And so this whole idea of expecting farmers to do that is <br /> just ridiculous. So the minor and major definitions were created so that the farmers that had <br /> really small operation start-ups would be able to start up without having a plan approval. And, <br /> really, the kind of operation that these farmers had is they're doing educational tours. The <br /> people that come to their farms are not only tourists. But a lot of schools are coming there and a <br /> lot of senior citizens are coming, all of the different senior citizen groups, etc. So they are <br /> servicing a greater part of our own communities by having this opportunity to do that. So I hope <br /> that you will support this bill and pass it so that it can go on to the Council. And I can deal with <br /> a whole realm of people that are not for it because it's a nuisance because of the dust. <br /> ISHIBASHI: Questions, Commissioners? And I don't know, I'm a school teacher so -. <br /> WEIGERT: Yeah, 15, 15 a day. <br /> ONO: Yeah, so -. But the school size,the class size is 25 so how do you,how do you adjust <br /> that-? I mean are you asking us to reconsider that number and increase it per day or-? <br /> WEIGERT: No, I'd like you to just omit. <br /> ONO: Omit it? <br /> WEIGERT: Yeah,just get rid of that. <br /> ARAI: Commissioner Ono,just to let you know that 15 was, I think, something that was brought <br /> up at the Council level on the previous bill. That 15 is not embedded in this current bill. So <br /> basically don't worry about it. <br /> 5 <br />
