REPORT OF THE <br /> COMMITTEE ON FINANCE <br /> DATE: October 15, 2013 Re: Comm. No. 452/Bill No. 137 <br /> PLACE: Council Chambers <br /> Kona, Hawai`i <br /> TIME: 9:04 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Finance, to which was referred Bill No. 137, reports as follows: <br /> Bill No. 137, transmitted by Finance Director Nancy Crawford, via Communication No. 452 dated <br /> September 26, 2013, amends Chapter 12, Article 2, of the Hawai`i County Code 1983 (2005 Edition, as <br /> amended), relating to the proceedings for the formation of improvement districts. <br /> The bill clarifies the procedures for and usage of the combined hearing process as it relates to the final details <br /> of plans and specifications to be prepared after the hearings. It also adds a ten percent cost overrun threshold <br /> to clarify materially significant costs that would trigger a second public hearing. <br /> Proposed amendments were transmitted via Communication No. 452.1 by Council Member Karen Eoff, <br /> dated October 9, 2013. The amendments were approved with eight ayes and one no. <br /> Finance Director Nancy Crawford and Treasurer Mike Okamoto appeared before Your Committee for <br /> questions. They informed the Council that Bill No. 137 will help clarify any ambiguity in the Hawai`i <br /> County Code, Chapter 12, Article 2, relating to the proceedings regarding improvement districts. Director <br /> Crawford stated that the changes will assist with the ability to have a single hearing and save processing time <br /> and delays. The provisions provide that will be no need for a second hearing, so long as there are no <br /> significant changes, and that all information is deemed as final at first hearing.
