J�tY'��New •, <br /> COUNTY OF HAWAII STATE OF HAWAII <br /> 7TE OF.N'.M <br /> RESOLUTION NO. 170 1.3 <br /> (DRAFT 2) <br /> A RESOLUTION URGING THE HAWAII STATE LEGISLATURE AND THE <br /> GOVERNOR TO SUPPORT AND PROVIDE FUNDING FOR THE HIGHEST <br /> PRIORITY CAPITAL IMPROVEMENT PROJECTS IN THE COUNTY OF HAWAII. <br /> WHEREAS, according to the 2010 Census, the County of Hawai`i has a population of <br /> 185,079 and land area covering approximately 4,028.42 square miles, which is large enough to <br /> hold all the other islands with ample room to spare (total area for all other islands combined is <br /> approximately 2,395 square miles); and <br /> WHEREAS, the capital improvements budget for the County of Hawai`i for the fiscal <br /> year 2013-2014 is $265,455,000; and <br /> WHEREAS, the debt service ratio for the County of Hawai`i is 12.6 percent of our <br /> general fund expenditures for the fiscal year ending June 30, 2013; and <br /> WHEREAS, while the County of Hawai`i makes a diligent effort to complete as many <br /> capital improvement projects as possible to improve the health, safety, and welfare of our <br /> residents, there are still many vital projects that are on hold due to lack of funds; and <br /> WHEREAS, assistance from the State to fund the County's highest priority capital <br /> improvement projects will help to improve the quality of life for our residents; and <br /> WHEREAS, the Hawai`i County Council has created a list of capital improvement <br /> projects throughout Hawai`i Island (one project per council district) that are in need of funding; <br /> and <br />
