REQUEST: <br /> Pursuant to Hawaii County Code Section 2-139(a)(3)(A), the Department of Research and Development <br /> would like to award $30,000 to Kailua Village Improvement District for it's 2014 Active Lifestyle, Cultural & <br /> Special Events in Historic Kailua Village. This program is comprised of: weekly 5K runs throughout the year, <br /> the Kailua Kanikapila Community Picnic (April), May Day Brunch on the Street (May), Fourth of July Family <br /> Flotilla (July), Historic Kailua Village Luau (November), Kalikimaka Boat Parade (December), and the Royal <br /> Footseps Geocache - a year-round GPS teasure hunt promoting the history and culture along the Royal <br /> Footsteps Along the Kona Coast Hawaii Scenic Byway. <br /> This award is a result of a competitive selection process for the Hawaii Tourism Authority's County Product <br /> Enrichment Program (HTA CPEP) funds. The HTA provides $400,000 annually for tourism product <br /> development in the areas of: cultural tourism, agritourism, health and wellness tourism, ecotourism, <br /> edutourism and technology tourism. These funds are awarded to the selected programs and also cover the <br /> HTA CPEP contract administration including the Tourism Specialist's salary.The Department issued the <br /> Request for Proposals in August 2013, for projects taking place in CY14. Award and rejection letters were <br /> sent to the 35 applicants in late October 2013. Research and Development will be making 18 awards for <br /> events taking place throughout the island, and throughout the year. The organization has a 501(c)3 tax <br /> exemption status. <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> This is a new series of events scheduled for Kailua Village, one of our island's primary visitor areas. One of <br /> the goals of the HTA CPEP program is to bring new and diverse events to the island, as more than 65% of <br /> our island's visitors are repeat visitors. These events are projected to bring more than 5,250 attendees - <br /> including both residents and visitors to the Village. These special events are designed to spur economic <br /> activity throughout the area (shopping, dining, hotel stays), heighten awareness of the natural outdoor <br /> environment, engage residents and visitors in healthy lifestyle choices, and promote a broader <br /> understanding of the District's historic and cultural assets. <br /> Please see attached application and budget for detailed information on the program. <br /> SIGNED: ��� — DATE: I , /7 1'3 <br /> Depyrtment Head <br />
