No. 588/Bill No.178 <br /> PLACE: Council Chambers <br /> Hilo, Hawai <br /> TIME: 1:32 p.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Public Works and Parks and Recreation, to which was referred Bill No. 178, <br /> reports as follows: <br /> Bill No. 178, transmitted by Public Works Director Warren H.
