REPORT OF THE COMMITTEE ON HUMAN SERVICES AND SOCIAL SERVICES DATE: February 4, 2014 RE: Comm. No. 627/Bill No. 189 PLACE: Council Chambers,Kona TIME: 1:30 p.m. Council Chair and Members Hawai`i County Council Hilo, Hawai`i 96720 Your Committee on Human Services and Social Services,to which was referred Bill No. 189 reports as follows: Bill No. 189,transmitted by Steve Arnett, Housing Administrator,via Communication No. 627 dated January 16, 2014 is an amendment to Chapter 11, Article 1, Section 11-8 of the Hawai`i County Code 1983 (2005 Edition, as amended) Relating To Affordable Housing Policy. This bill amends the Hawai`i County Code to add that a donation of finished lots with infrastructure shall now also be entitled to a density bonus that increases the total number of residential units that may be constructed on the site by ten percent, compared to the number of units otherwise allowable. There were no statements from the public. Brenda Ford indicated it should be clear as"to whom" shall receive the donation, and that the donation should be made to the housing agency,with the housing agency then working with a contractor. She further commented that clarification of the definition of"finished lots" should be made. Steve Arnett, Housing Administrator, indicated that clarifications will be discussed further and that it should be donated for people that are in the income levels that need these homes. Mr. Arnett also indicated that he will be in communication with Chair Eoff regarding the comments aforementioned before it moves on to council.
