REPORT OF THE COMMITTEE ON FINANCE DATE: February 18, 2014 Re: Comm.No. 656/Bill No. 196 PLACE: Council Chambers Kona, Hawai`i TIME: 4:07 p.m. Council Chair and Members Hawai`i County Council Hilo, Hawai`i 96720 Your Committee on Finance, to which was referred Bill No. 196, reports as follows: Bill No. 196,transmitted by Finance Director Nancy Crawford, via Communication No. 656 dated January 30, 2014, amends Ordinance No. 13-66, as amended, relating to public improvements and financing thereof for the fiscal year July 1, 2013 to June 30, 2014. The bill amends the Capital Budget by re-appropriating the lapsed fuel tax funds from a past fiscal year. Funds for this appropriation increase shall be provided from: 2271.33 Fuel Tax Increase 2010—2012 $2,300,121.41 The proposed bill establishes the following program appropriations: Roadway Projects (Engineering) ($1,661,709.92); Bridge Inspection, Repair and Replacement Program (Engineering) ($359,828.44); and Local Road Improvements (Highways) ($278,583.05), for a total amount of$2,300,121.41; funds shall be provided from the lapsed Fuel Tax Increase funds in the Capital Projects Fund, Fuel Tax Increase 2010-2012 account ($2,300,121.41). Exhibit A, attached to Bill No. 196, lists the specific projects in each category. There was no discussion on this measure. Pursuant to Section 10-6(d), Hawai`i County Charter,the Council may amend the Capital Budget for that year with a two-thirds vote.
