7. Puna Community Development Plan (PCDP): The PCDP identifies village centers <br /> that are intended to contain a mix of land uses to provide goods and services to the <br /> surrounding agricultural and rural communities. Pahoa is identified as one of the regional <br /> town centers for the district. The PCDP divides the Pahoa Regional Town Center into <br /> two areas. The northern area, which straddles Highway 130 near the Pahoa Village Road <br /> intersection, is intended for regional uses and services. The southern area, which <br /> straddles Pahoa Village Road between Apa`a Road and the Highway 130/Kapoho Road <br /> intersection, is intended to contain uses that are oriented primarily to residents of Pahoa. <br /> The subject property is located on the fringe of the Preliminary Village Center boundary <br /> on the Pahoa Regional Town Center map (Figure 5-2) in the Puna CDP. <br /> DESCRIPTION OF PROPERTY AND SURROUNDIN AREA <br /> 8. Subject Property: The property is improved with an approximately 39-year old single <br /> family dwelling, a 1,200-square foot warehouse, and landscaped with citrus trees and <br /> other non-native landscaping. The applicants will continue to reside on the property. <br /> 9. Surrounding Land Uses/Zoning: Immediate surrounding lands are zoned for <br /> commercial and agricultural uses. The Woodland Center Shopping Center zoned CN-20 <br /> is located across Kahakai Blvd to the west. Further to the southwest is the Malama <br /> Market shopping center on property zoned MCX-20. Other nearby commercial uses <br /> include Pahoa Auto Parts (zoned CN-20)to the south of the property at the intersection of <br /> Kahakai Blvd and Pahoa Village Road. In 2013, a 9.93-acre parcel kitty-corner to the <br /> Woodland Shopping Center at Pahoa Village Road-Kahakai Road intersection was <br /> approved for a change of zone from A-1 a to CV-10 (concurrent with a State Land <br /> Boundary Amendment from Agricultural to Urban) for the development of an <br /> approximately 104,326-square foot commercial center. The Pahoa Bypass Highway is <br /> located to the north of the property. <br /> 10. ALISH: Unclassified. <br /> 11. Land Study Bureau's Detailed Land Classification System: "E" or"Very Poor"for <br /> agricultural productivity. <br /> -2- <br />
