12. U.S.D.A. Soil Survey: Lava flows,pahoehoe (rLW). Pahoehoe lava has no soil covering <br /> and is typically bare of vegetation except for mosses and lichens. <br /> 13. Flood Zone: Zone"X", an area determined by FEMA to be outside the 500-year flood <br /> plain. <br /> 14. Flora/Fauna Resources: No botanical survey was conducted, since the property has <br /> been used as a dwelling site for nearly four decades, and the warehouse was formerly <br /> used for a towing business. Due to the improved nature of the property,the applicant <br /> believes that no listed, candidate or endangered animal or plant species exist on the <br /> property. <br /> 15. Archaeological/Cultural/Historical Resources: As the property continues to be in <br /> residential use, no formal archaeological, cultural, or historical studies were conducted of <br /> the site. The applicant has requested a letter of"no effect"by letter dated October 28, <br /> 2013. According to the applicant, there is no evidence of any traditional and customary <br /> Native Hawaiian rights being practiced on the property, nor existence of any known <br /> valued cultural, historical or native resources in the area. <br /> 16. Public Access: None that traverses the property. <br /> 17. Traffic: The applicant states that the proposed use will not generate much additional <br /> traffic. Since the operation of the food processing facility will most likely be conducted <br /> by the applicant and his wife, a TIAR was not prepared as part of this application. <br /> UTILITIES AND SERVICES <br /> 18. Access: Access to the property is from Kahakai Blvd, a collector road with an existing <br /> right-of-way width of approximately 50 feet fronting the subject property. The <br /> Department of Public Works (DPW)recommends the applicant provide improvements to <br /> the property's entire Kahakai Blvd frontage consisting of, but not limited to, pavement <br /> widening with concrete curb, gutter and sidewalk, drainage improvements, and any <br /> required utility relocation, meeting the requirements of the Americans with Disabilities <br /> Act and the approval of the DPW <br /> 19. Water: County water is available from an existing 8-inch and 12-inch waterline within <br /> Kahakai Blvd fronting the property. An existing 5/8-inch meter serves the property. <br /> -3- <br />
